Conditions and Instructions for applying to the Scholarship Program The Higher Committee for Education Development in Iraq \ Prime Minister’s Office Third Batch – 2011

General Conditions and Eligibility for applying:

  1. Applicant should be an Iraqi national and be resident in Iraq for the last two years prior to applying for the scholarship program.
  2. Applicant should have a university degree (Bachelor) or higher degree (Master) qualifying him to obtain a higher degree.
  3. Applicant should be of a good reputation, not convicted of any non-political or ethical felony.
  4. Applicant should be medically certified both physically and mentally making him able to study and serve in the government agencies.
  5. Neither the applicant nor one of his family members have applied or obtained an immigration or refugee permit from one of the countries or international organizations.
  6. Applicant should not be nominated or pursuing higher education studies inside or outside Iraq when applying to HCED scholarship program. Applicant also should not be accepted in any other scholarships or have study leave.
  7. Applicant should not be accepted, expelled or failed in the higher education studies inside or outside Iraq and his admission was cancelled due to his failure or leaving the study without valid reasons.
  8. All HCED applicants will compete with other applicants of the same province. Taking into consideration that there are some specializations that have a preference over others and they will be listed in the application form as well as in HCED website.
  9. Applicant should have TOEFL ITP score of (400 for humanities specializations) and (425 for scientific specializations) or its equivalent.
  10. Extra scores will be added for applicants that have higher TOEFL scores and as follows:
    • One score for applicants that have (450-499) TOEFL ITP score or its equivalent.
    • Two scores for applicants that have (500-549) TOEFL ITP score or its equivalent.
    • Three scores for applicants that have more than (550) TOEFL ITP score or its equivalent.
    • Five scores for applicants that have more than (550) OFFICICAL TOEFL score or its equivalent in (IELTS, iBT, CBT) due to the fact that this score is considered the required level to start the academic study.
  11. Applying Mechanism:
    • Filling in the application form based on applicant’s province and according to his ration card.
    • Applicant needs to send copies of all required documents to HCED email address mentioned in the application form; provided that all original documents should be provided at the interview for verification.
    • Applicant’s email address mentioned in the application form will be used as his personal identification and to receive all required documents and correspondence which should not be received via other email address.
    • Required documents for applying are:
      • All study certificates which should be in English and containing applicant’s marks for all study levels; Baccalaureate, Bachelor (with student’s rank) and Master certificates.
      • Ration card for 2011 (to determine applicant’s province).
      • Applicant’s identification card (Gensiya).
      • English language test certificate which should not be less than (400 for humanities specializations) and (425 for scientific specializations).
  12. Application form will be rejected at any time during applying and admission phases in the following cases:
    • Providing incorrect or inaccurate information in the application form.
    • Required documents and information were not sent in the specified period of time.
    • Applying from more than one province.

Conditions and Instructions for Master Candidates:

  1. Applicant’s age should not exceed (30) years.
  2. Applicant should hold a university degree (Bachelor Degree) qualifying him to obtain a higher degree.
  3. Applicant’s rank should be within the top (15%) among other passed students of the same year; provided that the high school average should not be less than (70%) as shown in the graduation certificate.
  4. Competition points will be calculated as follow: (50%) for Bachelor degree average, (40%) for high school (Baccalaureate) average and (10%) for the interview.
  5. Medical group graduates can only apply to non-clinical scientific medical studies.
  6. Required certificates to be provided are: High school (Baccalaureate) certificate and Bachelor degree certificate (English copy) that contains student’s marks and rank.

Conditions and Instructions for Doctorate Candidates:

  1. Applicant’s age should not exceed (35) years.
  2. Applicant should hold a university degree (Master Degree) qualifying him to obtain a higher degree.
  3. Competition points will be calculated as follow: (40%) for Bachelor degree average, (50%) for Master degree average and (10%) for the interview.
  4. 4. Required certificates to be provided are: Bachelor degree certificate (English copy) that contains student’s marks as well as the rank and Master degree certificate (English copy) that contains student’s marks.

Notes:

  • Applicant’s right to apply for HCED scholarship program will be dropped and for three years if the applicant withdrew after he was nominated by the higher committee without a legitimate reason.
  • Applicant should make use of pre-applying period of time to develop English language skills, perform standard tests and prepare all required documents.
  • Enquiries should be sent to HCED official email address info@hcediraq.org only and not to the province email address (which you applied to) mentioned in the application form.
  • The higher committee has the option to decide the country of study according to the applicant’s specialization and the number of available study seats taking into consideration the country of study specified by the applicant and mentioned in the application form.

Scholarship requirements prior to joining the university:

  1. Government employed nominee should provide a letter from his agency specifying the required specialization and within a period not exceeding three months from the date of his nomination.
  2. Nominated applicant should work to develop English language skills to a certain level prior to visa issuance and travelling.
  3. Nominated applicant should have Internet and Computing Core Certification (IC3) prior to travelling.
  4. (GRE) test is required for all nominated applicants willing to study in USA.
